No Child Left Behind

"A 20-year-old Shiloh High School student has been arrested on child molestation charges...Robert Jordan, a junior at the school, was charged with felony aggravated child molestation, felony aggravated sexual battery, and misdemeanor sexual battery involving a female student who recently turned 15."

He's 20, still in high school...and only a junior! What happened to social promotion?
